To ensure that the Quality System has an independent, unified structure and is maintained and developed to comply effectively with CAR-OPS 1.035 and CAR M.712 and also additional company compliance monitoring requirements are in place as appropriate. To ensure that the activities of the operator are monitored for compliance with the applicable regulatory requirements, and any additional requirements as established by the operator.
To develop compliance audit and inspection plans. To provide management with an independent assessment of corrective action, implementation and completion. To verify that corrective action is taken in a timely fashion by the manager responsible in response to any finding of non-compliance in accordance with established corrective action procedures. To monitor the subcontracted activities within Flight Operations, Ground Operations, Cabin Operations for compliance.
To ensure that the compliance program is properly implemented, maintained and continuously reviewed and improved. To ensure that the regulatory compliance of external contractors is monitored. To monitor the industry legislation changes and initiating compliance actions as required. To train and manage that sufficient in-house auditors are available to ensure that internal audit requirements are met. To ensure an efficient operation of the compliance management systems.
To ensure that there is a quality management training available for staff and that it meets acceptable standards. To liaise with the GCAA on compliance matters. To contribute to the maintenance of quality management documentation. To be responsible for the development and approval of the OMM. To coordinate the activities of Compliance Captain(s), Compliance SCA(s) and external auditors. To measure the quality KPIs and initiating actions if necessary.
To provide periodic reports on quality performance. To disseminate compliance related information throughout website, bulletins, updates and trainings. To contribute to the development of the compliance audit and inspection plans for CAMO, Flight Operations, Ground Operation, Cabin Operations and Organization To participate in internal and external safety / compliance related cross-functional projects.
Five years relevant work experience of which at least two years should be from the appropriate management position in a comparable organization of aeronautical industry (such as an auditor or other similar appointment);
An engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft/aircraft components or an aircraft maintenance technician qualification with additional education acceptable to the GCAA; or 5 years of experience additional to those already recommended above covering an appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management (engineering) and/or surveillance of such tasks;
and Practical experience and expertise in the application of aviation safety standards and safe operating practices; A comprehensive knowledge of: quality systems; CAR-OPS and any associated requirements and procedures; the AOC holder’s Operations Specifications when applicable; the need for, and content of, the relevant parts of the AOC holder’s Operations Manual when applicable;
