A new opportunity has come up with a large and established organization based in Dubai. Our client is currently looking for a Senior IT Project Manager who will establish and operate the Project Management Office with the objective of ensuring all projects are delivered using a ‘best-practice’ Project Delivery Approach and are delivered within the agreed scope, time, cost and quality.

Provide expert project management knowledge and support to the project managers as well as monitor the overall progress and reporting on the projects portfolio.

Other responsibilities will include:

Develop and manage the execution of project management plans in order to ensure seamless operations that facilitate the achievement of Group IT objectives and the overall IT strategy.

Provide data and reports to the IT Director and section heads periodically, and as requested, and highlight areas of improvement in order to support in decision-making and operational excellence.

Report on performance results, identify performance gaps and ramifications, and recommend corrective actions that mitigate risks in order to minimize operational interruptions and ensure timely objective and target achievement

Deliver major projects and programs within the company in an efficient, cost effective and timely manner.

Lead the development of project management documents such as project plans, project charters, resource agreements, resource breakdown structures, responsibility assignment matrix and resource dependency documents and templates.

Track and oversee program/project progress against the project plan and ensure that tasks are completed within agreed milestones, resources and budget in order to facilitate timely delivery.

Track and monitor resource allocation and utilization on a regular basis.

Flag any foreseeable delays and ensure that they are accounted for in an updated project plan in order to ensure that interdependent projects/elements are not affected.

Develop and lead the implementation of a risk and issue management framework for identifying, assessing and mitigating program/project risks in order to prevent IT project interruptions.

Review and approve the PMO budget.

Manage and report on PMO financial spending.

Oversee the development of PMO initiatives TCO (Total Cost of Ownership) and ROI (Return on Investment).Manage the team’s productivity to achieve the set KPIs and service levels.

Oversee the formulation of reports regarding the performance of the different projects and submit to management and project board as required in order to ensure that they remain abreast on project status.

Requirements

To be considered for this role, you need to meet the following criteria:

Education

Degree:
Bachelor’s degree in Computer Science, Engineering or Business field or equivalent.

MBA or Master’s degree in computer science, engineering, information systems is preferable.

Required professional certifications:
Industry certification in project management (e.g. PRINCE II, PMP, etc.).Experience
13+ years of Information Technology experience.
5+ years of relevant working experience.

Working experiencein multiple industries (e.g. Oil & Gas, Energy, Utilities, Retail, Government…) is preferable.

Working experiencein IT and/or portfolio management, program management and project management.

Working experiencein setting up and running a Project Management Office.
