PAE is currently seeking aPurchasing Managerto be based in Dubai, UAE.
This individual is responsible for oversight of the corporate purchasing team, which supports indirect and direct projects, ensuring that purchasing requirements are fulfilled in a strategic, efficient, and cost competitive manner. This individual will also contribute to the development of the management strategies, assisting with the operational execution approach, and coordinating the overall written proposal purchasing plans, and price estimates for formal and informal proposal activities within the company.
Primary responsibilities include:
Ensures compliant purchasing policies and procedures are consistently used throughout the organization, by regularly interfacing with the subcontracts team to provide guidance and support the development of junior staff.Implements best supply chain practices related to material purchasingServes as an advisor for complex material acquisitions and identifies requirements for risk mitigationConsults with company staff representing the legal, technical, financial, logistics and managerial interests of the programs supportedLeads negotiations for complex material purchases and analyzes opportunities for cost savingsAnalyzes market and delivery systems to assess present and future material availabilityResearches and develops new sources of supply and keeps informed of new products, manufacturing processes, and price trends.Prepares written reports, letters, and memoranda required for the Procurement Director and internal and external customers as directed.Specialized in sourcing commodities in the region for USG contracts for the following commodities: MRO, Vehicle Parts and Construction Material.Tracks and reports key functional metrics to improve efficiency and strengthen company’s competitive positionPlans and conducts formal procurement training for the Purchasing personnelFacilitates resolutions for issues related to material purchases including vendor claims, performance, and invoicesResponsible for ensuring daily workload assignment and prioritization of team tasksResponsible for the employment, training, motivation, discipline and performance evaluation of assigned employees.Coordinates purchasing activities with various internal and external sources.Identifies opportunities for and implements process improvements that drive overall procurement efficiencySupports procurement file audits and data requests. Supports and/or leads strategic enterprise supply chain initiatives as assigned
BS degree in supply chain management, logistics, business administration, or other related discipline7-10 years of directly related experience in a government contracting environment including familiarity with FAR and DFAR
Experience working in an approved purchasing system (CPSR) environment is required. A combination of graduate education and related experience may be considered to satisfy the above qualifications
