Duties and Responsibilities
Reports to Project Manager / Project Director
Responsible for the efficient and smooth execution of the FEED and detailed project engineering on the Ethylene Cracker Project and the successful execution of the Furnace E&P Contract.
Ensures Furnace Contractor’s engineering compliance with Furnace Contract standards. Maintain engineering and procurement schedule and minimizes scope creep leading to change orders.
Manages Furnace engineering interfaces with the FEED and EPC Contractors. Manges the novation of the Furnace Contract to the EPC Contractor.
Ensures the coordination among all discipline interfaces within the PMC engineering team and liaison and management of head office resources as required to support the PMC reviews. Most discipline resources are part-time.
Ensures that Contractor’s deliverables are in compliance with the project design specifications, codes and standards including compliance with HCIS and RC requirements.
Main interface with Client for engineering related activities to ensure that all reasonable requests are met.
Attendance of weekly co-ordination meetings and review and management of all project MoM, reports, Contractor and Client communications to ensure smooth project execution and to monitor engineering performance.
Approve all engineering review and any design work undertaken by the PMC team to ensure a high standard in accordance with company QA/QC procedures.
Assign manpower as required for PMC deliverables and liaise directly with Project Manager and head office for manning and de-manning of engineering staff.
Select supporting software programs required to operate the design functions as applicable.
Manage document control and document reviews during the progress of the work.
To ensure that design activities are performed in accordance with the planned project schedule and to report any schedule problems.
To provide necessary support and information to the Procurement Manager for any technical bid evaluations for LLIs.
Assist the PM with the management and preparation of EPC Bid Proposal documents.
Assist and manage the EPC technical bid evaluations and participate in all meetings during execution of the EPC bidding phase. Participate in Bid clarification meetings.
Responsible for completion of all engineering reviews during the EPC phase necessary to fulfill PMC contractual obligations until final handover.
Continually review work, efficiencies, schedule and ensure compliance with QA/QC procedures.
Ensure compliance with all Owner’s safety requirements and safety assurance during FEED and detailed design.
Qualifications

Engineering Degree plus professional registration
Main Function
–
The Project and Engineering PMC Lead shall be responsible for managing the timely review of design deliverables received from the Owner’s Contractor(s) and for monitoring and ensuring Contractors’ adherence to Owner’s project standards. In addition, the Project and Engineering Lead shall be responsible for overall management of the Ethylene Cracker Furnace Contract.
Experience
Twenty (20) experience in engineering of Oil & Gas / Petrochemical projects.
10 years experience at supervisory level in design engineering and project engineering.
Experience of managing multi-discipline engineering teams with good motivation and personal relationship skills.
Computer literate and good communicator at all levels.
Familiar with FEED, detailed design (EPC), procurement and construction, engineering safety reviews, value engineering, 3D model reviews and constructability reviews.
Familiar with project execution, projects control, procurement and contract management.
