Job Purpose:Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives.

Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports.

Their main operational role includes approving training calendar, courses, materials, suggestions for new partners and new programs, ensuring offered workshops are mapped to the TNA, and overseeing the implementation of different programs from launching to evaluation, enacting improvements as necessary.

Job Qualification and Requirements:

A minimum of 5 years of relevant experience

Bachelor’s degree in Human Resources Management, Business Administration, or equivalent is required

Master’s degree in Human Resources Management, Business Administration, or equivalent is preferred

Key Activities:

Review employees’ job requirements and needed capabilities and competencies to conduct trainings accordingly

Collect training requests from external customers to assess and analyse training needs

Develop a report consolidating training needs analysis based on internal and external customers’ needs highlighting key findings, recommendations, and improvement initiatives

Negotiate identified training needs with relevant key stakeholders to ensure approval and initiate training planning, development, and execution

Develop/update taxes and zakat technical training programs and courses based on training needs, benchmark studies and best practices

Add new courses that support taxes and zakat technical training, and suggest new certifications and programs continuously to that end

Define trainings to be provided in-house based on internal capabilities and specify courses to be provided through external stakeholders

Develop training calendar and schedule workshops to implement in due time and to allow internal and external stakeholders to enrol at convenient times

Design internal training courses and material and customize in coordination with all relevant internal stakeholders and vendors and ensure it matches job requirements and needed capabilities and competencies

Develop a training and development calendar and design a roll-out plan to implement the training courses

Execute internal training and manage presentation content in coordination with concerned internal entities and subject matter experts

Communicate with n-1 for roll-out plan for each program to secure involvement and with business leaders for nomination and follow up

Prepare master list for all nomination, inform the nominees for selection and send invitation

Select appropriate external training providers for training execution and agree on training content and materials prior execution ensuring alignment with training scope and objective

Review providers profiles, then accordingly communicate and meet learning providers to share the needs

Review the list of training calendar

Communicate with business leaders to nominate the employees and follow-up finalization of nomination list then meet the business leaders for alignment

Prepare the letter to governor for approval and follow up to handle all travel arrangements and to finalize process

Communicate with learning providers to register the employee after informing the nominees for selection and sending the invitations

Follow up with learners to send the evaluations and certificate
