Position Summary
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it’s getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Work Location: Ras-Al-Khair
Major Responsibilities:
Performs a variety of HR support activities that can cover the areas of recruitment, employee/labour relations, training, HR MI reporting, government relations or other HR activities. This role might either be based in Ras Al-Khair Industrial City or Jubail Industrial City. Job duties includes but not limited to:
Essential Duties:
Administers the College Hire Program including the full recruiting cycle.
Responsible for recruitment, mobilization and onboarding induction.
Arranging with other Bechtel Offices worldwide regarding employee compensations, mobilization, demobilization, pre-medical etc.
Maintains filing system for employee files; prepares new hires approval package “Green Files” and purges files as required.
Prepares ad-hoc HR KPI reports.
The candidate can also be asked to perform the following:
Analyzes employee labor cases and provide recommendation for resolution in accordance to Saudi Labor Law and Bechtel internal Policies and Guidelines
Prepare, deliver, facilitate, monitor, evaluate and document training activities.
Track and enforce the compliance status of corporate mandatory training requirements.
Prepare quarterly/annual training reports.
Conduct soft skills classes as required such as Ethics, Records Information Management etc.
Schedule, plan and implement on project training courses for both mandatory and departmental training including bringing non-project instructors to site.
Responsible for the Saudi National Leadership Program
Manage the Knowledge Transfer Program for the client including training events, Bechtel University induction and courses approved for client use.
Arrange and facilitate the Employee Engagement/Upward 360 Feedback Meeting activities on Project.
Organize, develop or source training programs to meet specific training needs.
Handle logistics for training activities including venues and equipment’s.
Performs any other tasks/activities related to the HR Department as and when requested.
Skills and Qualifications:
Essential Technical:
Bachelor’s degree in a business-related degree.
At least 5 years of Human Resources experience with a multinational company or a company with over 350 employees in Saudi Arabia.
Good skills in MS Office-Word, Excel, Outlook and PowerPoint.
Good command of the English language as the role requires liaising with other offices outside the Kingdom.
Essential Behavioral:
Ability to communicate and articulate ideas effectively both orally and in writing in English and Arabic.
Team Player and worked with employees with different nationalities.
The ideal candidate must possess good organization skills ability to provide constant attention on work and ability to deliverable on time. Proactive & can takes initiatives.
Preferred Technical:
Knowledge of SAP and Power BI.
Experience in recruiting/staffing for a big corporation.
Demonstrated knowledge of Human Resources policies and procedures with prior experience in interpretation and implementation of HR policies and procedures.
Experience of building relationships with local Colleges/Universities.
Experience in assessing skills gap, developing a training plan and or arranging training classes to deliver the training plan.
Knowledge of Saudi Labor Law and Saudization & Nationalization requirements
Ability to prepare KPI reports.
Preferred Behavioral:
Ability to work with different functions and nationalities.
Addendum:
Grade 23 – At least 5 years of Human Resources experience.
Grade 24 – At least 8 years of Human Resources experience.
