JOB PURPOSEThe job holder is responsible for managing Government Partnerships function including initial evaluation, planning, preparation, enablement, implementation, monitoring, and evaluation to enhance outreach, maximize ZATCA benefits, and strengthen capabilities and operations.
Roles And ResponsibilitiesKey Accountability AreasKey ActivitiesStrategy and Planning
Contribute to the development of Strategic Partnerships business plan ensuring alignment with ZATCA strategy
Develop the operational plan for Government Partnerships in line with Strategic Partnerships business plan and Strategy & Development strategic plan
Implement plans and provide input to enable achievement of Government Partnerships goals that support ZATCA’s overall strategic plans
Budget Management
Discuss Government Partnerships budgeting requirements with top management and provide input to the budgeting process
Ensure effective utilization of Government Partnerships budget, and report accurately on progress made and challenges encountered
Investigate and propose implementing initiatives that result in positive financial impact for Government Partnerships and mitigates financial and operational risks
Partnerships’ Initial Evaluation
Manage the development of criteria for the identification and selection of best-fit strategic government partnerships ensuring alignment with ZATCA strategy and KSA Vision 2030
Review requests for government partnerships submitted by internal functions and external parties and provide preliminary approvals based on set criteria
Review other opportunities of potential strategic government partnerships in order to maximize ZATCA benefit and provide preliminary approvals based on set criteria
Planning and Preparation
Manage the development of a yearly engagement plan for strategic government partnerships in coordination with relevant internal/ external stakeholders and strategic partners to enhance outreach and strengthen operations and capabilities
Manage the development and activation of agreements/ MoUs related to strategic government partnerships in coordination with Legal and Enforcement function and other relevant functions
Plan and organize for the signing of government partnerships’ agreements
Enablement and Implementation
Broaden ZATCA networks and build bonds with selected public partners through credibility and trust
Represent ZATCA in relevant local and global events to build strategic government networks
Conduct periodical visits to partners and plan events/workshops to maintain and expand relationships ensuring ZATCA image is represented and preserved
Manage the execution of agreements/ MoUs related to strategic government partnerships in coordination with concerned stakeholders
Manage the day-to-day communication with government partners including inbound and outbound queries and ensure needed response is provided to partners in a timely manner
Ensure that all documents related to government partnerships are filed and archived according to procedures for tracking and reference
Monitoring and Evaluation
Monitor the effectiveness of strategic government partnerships ensuring full alignment with agreements and maximum value generation, enforce improvement/ corrective actions to enhance outcomes, and decide on partnership continuation or termination
People Management
Participate in the identification and recruitment of key talent
