POSITION SUMMARY
The incumbent is accountable for the execution of the Common Infrastructure and Utilities section of the NEOM Green Hydrogen Elements Project. This project is defined as the EPC-Delivery of:
Plant wide Utilities
Demin Water
Wastewater and stormwater network
Cooling Water system
CDA Package
Potable Water storage and distribution
Flare network
Fire Protection & Detection Systems
Interfaces with all Areas, including Jetty Facilities & Admin Buildings
Interconnections with other process blocks
Telecommunications and IT interfaces
Common infrastructure for the facility and interfaces with power sub-station for the selected NEOM Green Hydrogen Project.
This project is part of the largest and most complex capital project for Air Products. It will be the first industrial-scale mega project providing a green energy carrier around the world to contribute to the decarbonization of the industry. The high criticality of the project is derived from the size and complexity of a grass-routes facility project, and the strategic element as basic infrastructure to the NEOM Green Hydrogen project, which is time critical. Accountability includes strategic and tactical matters associated with project execution and commences during the project development phase and continues through start-up and commissioning.
The incumbent must possess expert-level project management skills and knowledge, along with excellent communication and influencing skills. The role requires significant interaction within the APs EPCs organization for the project to ensure effective coordination across all involved to ensure delivery on project commitments. The incumbent also interfaces extensively with external and internal parties on engineering and technical matters and shall assume the responsibility of the Representative of Air Products for managed contracts like the building scope. The project is executed utilizing global capabilities, necessitating a robust cross-cultural competency.

PRINCIPAL ACCOUNTABILITIES
Implement the project execution strategies for the EPC scope of Common Infrastructure and Utilities aligned with the overall strategy of NEOM Green Hydrogen Project. The project scope includes engineering, design, procurement, construction, plant commissioning and start-up, etc.
Oversight and direction of all project execution activities, including cost, schedule, execution risks, quality,safety and plant performance associated with the project assigned.
Overall management of all aspects of the project performed by Air Products, including work done within Global Engineering and Manufacturing and Procurement.
Perform Hold Point Checks (determine measures to be taken against risks, HSE requirements and savings potential) and Design and HSE Reviews and check and release essential documents for the next project phase (phase achievement).
Develop and lead a high-performing project team that includes the core Air Products’ project members, other Air Products functions, external partners, vendors, equipment vendors, and possibly, customer representatives. Motivate and influence the team members involved in the project to complete performance.
Accountability for review of unique execution strategies and decision-making processes to address these situations. Lead the internal and/or external problem-solving necessary to arrive at appropriate decisions.
Monitor engineering, HSE, Quality, and project progress, paying attention to the coordination of expense and effort,
Coach and develop less experienced project team members to develop skills and knowledge—subject matter expert on package unit management.
Maintain a safe work environment and support corporate and organizational safety goals in the office, with suppliers, and at fabrication and field sites.
Ensure Risk Management procedures are followed mitigation plans are developed and coordinated for implements. Identify, escalate and coordinate to resolve project issues, concerns engaging with internal and external stakeholders.
Compile project reports and the final project report.
JOB LOCATION AND TIMELINE
The job location will be at NEOM Project Site, and the role is expected to stay until the substantial completion of the project and handover to customer i.e. end of 2026.
EDUCATION AND EXPERIENCE
Post-Secondary Engineering Degree, along with +15 years of process plant, infrastructure and utilities experience.
Self-motivated, pro-active individual who can work independently as well as in a team environment.
Excellent organizational skills.
Strong, proactive leadership qualities who can overcome obstacles through building successful stakeholder relationships.
Strong technical problem-solving skills. Demonstrates initiative and assertiveness to gather stakeholder support when required.
Excellent written and verbal communication skills.
Excellent presentation skills to subordinate and senior management audiences.
Ability to clearly establish and articulate objectives and expectations.
Field Experience required.
Engineering backround experience is required.
Certification in Project Management is an asset
