SNC-Lavalin is an International Integrated FM service provider operating in the GCC, providing Total FM services across prestigious clients. We are currently seeking to recruit a highly experienced Commercial Manager with significant facilities management education market sector experience required to lead a team of multi-functional/multi-cultural staff on our Tatweer Schools PPP (Wave 1) Contract based in our new Project Office in Jeddah.

The role is a blend of the Financial, Procurement and logistical disciplines and will deputize for the Project Director whenever needed.

Job description / Role
Reporting directly to the Tatweer Schools PPP Wave 1 Project Director, the Commercial Manager will be responsible for the following:-

Finance:

Preparation of, and delivery on time to the client, accurate financial reports derived from the Payment Mechanism contained within the contract.
Operating financial controls in accordance with in the SNC standard method of financial accounting
Management of the Project budget in accordance with the contracted bid model, preparing timely and accurate internal financial reports.
Preparation of annual budgets and forecasting.
Identification of financial risks and mitigation action plans
Liaison with SNC central financial functions

Procurement:

Responsibility for the selection of and management thereafter of all outsourced sub-contractors in supporting the self-delivery operation, including regular formal documented performance reviews with accurate performance metrics.
Ensure that all sub-contractors are formally engaged that are back-to-back with our own contractual obligations, including all customer service satisfaction measures that are needed in the contract.
Management of all costs in accordance with the formal arrangements put in place.
Develop a sustainable supply chain strategy to meets all current and future needs of the contract.

Logistics

Responsibility for the total contract logistical arrangements for the supply of goods, materials, spare parts, tools, accommodation and transport needs of the contract.
Maintain an accurate inventory management system of all supplies required and consumed on the contract.
Ensure that stock out occurrences that cause financial deductions are avoided at all times.
Operational responsibility of 2 no. satellite warehouses in Jeddah and Mecca

General

Responsible for the development of all business processes to support the contractual requirement of obtaining ISO9001 accreditation within 18 months of the operational phase of the contract.
Selection of and management of team members in support in all of the above.
Operate in accordance with all internal SNC working practices.

Requirements

Desirable – Experience of working within a PPP Contract and/or GCC Educational sector.
10 years Facilities Management experience in both Hard and Soft Services.
Excellent management, motivational and organizational skills to ensure its team delivers all contractual obligations.

Minimum of five (5) years in the role of Commercial Manager.
Must demonstrate a flexible and can-do attitude to ensure the needs of the Contract are met.
Saudi Arabian/Arabic speaking candidates are preferred.
