JOB PURPOSE :Jobholders at this level carry out specific tasks independently but are subject to close supervision. They contribute to the completion of required simple operational tasks; they participate in the assessments of SMO income/financial records and examinations of historical tax records used to determine accurately tax liabilities while ensuring compliance with the kingdom’s tax laws, audit procedures, and administrative rules. They communicate with taxpayers to obtain clarifications on declarations. They research, collect and analyze information, draft reports and documents, participate in specific meetings and develop their own professional expertise
ROLES AND RESPONSIBILITIES :
Keep abreast of VAT policies, GAAP, and generally accepted auditing standards, procedures and techniques to remain current on updates in tax rules, parameters and reporting procedures
Develop and update assessment templates and audit tools in accordance with operational procedures and policies to facilitate SMO taxation and safeguard timely evaluation
Follow the latest developments, news and updates by industry type and sector (business and insurance, telecommunication, consumer goods, etc.) to ensure awareness of new tax practices adopted by businesses and incorporate in assessments and audit reviews
Maintain and update SMO manuals, declarations, eligibility criteria, legal requirements and supporting documents by taxpayer type, integrate in computer-aided audit tools to facilitate audit assessment and review
Consolidate, categorize and prioritize SMO VAT audit schedules, sort by tax/industry type and ensure dispatch to relevant audit teams for assessment and review
Perform complete tax audits on VAT transactions within the region, examine the validity of legal documents presented by SMOs, verify declarations and submitted records and ensure completeness of required documentations prior to tax liability assessment and evaluation
Gather needed data to perform desk audits activities, communicate with relevant stakeholders (account managers, taxpayers, banks, audit bureau, government entities, etc.) to obtain needed information and clarifications and communicate with legal function for contractual structures to safeguard legitimacy of applicants
Research public news, articles, databases, shared channels, etc. to investigate and understand SMOs business activity including structure, size, jurisdictions, etc.
Study and assess SMOs financial status, income statements, and revenue streams to compare with benchmarks and similar industries and decide on assessment approach (actual, estimated, reduced assessments)
Inspect taxpayers’ declarations, pinpoint high-risk and speculative issues, detect non-compliant cases and communicate with internal stakeholders to avoid potential risks including tax evasion
Review current audit files and prior audit findings to validate sales accounts, accounts receivable, imports, inventory, and other related accounts
Conduct field audit visits and meet with SMOs representatives to investigate accounting records and systems, exceptions, questionable transactions, etc. and advise SMOs on requirements, liabilities, penalties, and rights
Verify the accuracy of SMOs reports and data entries, trace transactions from accounting records to source documents, invoices, receipts, imports, etc. and consult with audit team on identified discrepancies
