Job Description

Manages safety services functions and support within an assigned global business unit (GBU). Supervises and provides technical oversight to safety/health staff assigned at the GBU level and to project-assigned safety/health personnel on projects. Coordinates safety functions and support activities with collective Manager of Safety Services, GBU-assigned ES&H Managers, M&BD Managers, Project Managers, Construction/Site Managers, and Engineering Managers.

Role Purpose

Administration Manager shall be responsible for providing all necessary administrative support to the HSEQ department.

Managing the procurement of technical materials/ services for the HSEQ department.

Act as the key point of contact for all the administration within HSEQ department.

This role may also require providing support in human resourcing within the HSEQ department.

Key Accountabilities & Activities

Overseeing HSEQ department annual budget planning and development.

Assisting HSEQ department functional heads in forecasting staffing requirement, and budget approvals.

Generation of technical purchase orders (HSEQ) according with NEOM procurement process.

Development of technical scope of woks for the acquisition of services.

Development of the pre-qualification/ evaluation criteria for materials/ services.

Follow up and coordination with NEOM procurement department for the approval process of the materials/ services.

Follow up and coordination with the supplier for the delivery of the materials/ services awarded.

Manage HSEQ assets inventory and care custody of the materials.

Manage HSEQ Warehouse, including distribution and tracking of materials.

Coordinate the HSEQ department hiring needs and managing the recruitment process to ensure it runs smoothly.

Coordinate/ support the staff recruitment and mobilization process for the department.

Sorting, storing, and retrieving all documentation within HSEQ department Sharepoint as needed.

Conducting regular reviews and audits to ensure the procurement function is managed well.

Developing strong relationships with cross-functional teams and departmentsto run HSEQ department function smoothly.

Background, Skills & Qualifications

The job holder may be required to perform additional job-related tasks and duties as assigned. Knowledge, Skills, and Experience

Minimum 12 years of experience in administration managerial roles.

Good knowledge and experience in procurement.

Previous experience in HSEQ is advantageous.

Experience in staff recruitment/ selection process.

Excellent communication, collaboration, planning and organizing skills.
